First, amazing program den4b!!
I have a little problem with my PC in Windows 8.1 x64. When I shutdown manually the computer I can turn it on with WOL without problem, but when Shutter Lite 3.7 shutdown it, the WOL doesn´t work. It´s very weird!!
I hope that you can help me.

How do you normally shutdown the machine? Are you sure that it is not just going to Sleep or Hibernation sate?
Can you also try Shutter 3.6 from additional downloads? It uses an older version of shutdown API. It shouldn't make a difference, but just to make sure.

I always shut down like the first way of this video https://www.youtube.com/watch?v=ve5E9jLh5kU. When I shut down this way I can turn it on with WOL. I send a magic packet and it turns on without issue.
I have also tried to shut down with Shutter 3.6 and WOL doesn´t work. Is there any difference between to turn off manually and using Shutter? My theory is that when Shutter shutdowns the PC, the network card stays without power and when I shutdown manually the network card has power.
What do you think about it?.

Default shutdown operation in Windows 8 and 10 is actually a hibernation (S4 state) instead of a complete shutdown (S5 state), like in Windows 7.
In Shutter, you should use Hibernate action instead of Shutdown to get WOL functionality working.
