I was able to reproduce something similar I think.

Open Analyze dialog, open Add Rule dialog, click on the task bar to switch to Analyze dialog and it gets activated visually (border lights up) but it is still disabled (not accepting input). Switching to the Analyze dialog in any other way while having the Add Rule dialog open did not result in the same behavior.

I think there is a slight issue in the inner workings of the visual control library, which is specific to the version of the development suite. I will not be investigating this any further unless it starts to cause serious problems.
