Renaming A txt file from a Folder Name

Is it possible to do the following when i ripped my cd collection into flac i was left with the flac files and a log file saved as a txt file
is it possible to rename just the txt files as the same name as the folder so it includes the cat number.
so
Ace Of Base - everytime it rains.txt
becomes
Ace Of Base - Everytime It Rains - [ACECD 10].txt


Any help will be appreciated so thanks in advance.

Let us try, i don't know if i can explain all needed steps:

* make an backup of your files
* add your top folder to ReNamer (maybe you have to adjust the "Filter" settings)
* select all: Ctrl+A
* un-mark all: Shift+U
* select by mask: Ctrl+M *.txt  (assuming that are the only TXT files in that folder?)
* mark: Shift+M
* Add Rule Delete: Delete from pos 1 until the end (skip extension)
* Add Rule Insert: Insert MetaTag :File_FolderName:
* do an Preview
* if all went file click at Rename
