Files failed to rename on external drives - Windows 7

I can rename fine on all my drives that are internal. My two external drives will not rename at all. I check the properties of each drive, go to security tab, and the permissions for Administrators are all the same. Not sure what I'm doing wrong here.

I'm not using W7 right now but I had some similar problems, and I solved it changing write permissions on the drives, but I don't remember exactly what I did

And on W7 If you are using ReNamer as portable, I would try with the installer

(W7 has too many annoying  protections )
