The projects could be open source?
I wanna now if is possible the projects be open source, the shutter is made in delphi?

Yes, Shutter is made in Delphi.
I am not ready yet to release the source code to the public, and not sure if I ever will.
But if you are interested or have questions regarding some particular functionality, I may be able to share related bits of code.
