Since presets are essentially text files, post the text to "paste bin" type services, and then post that link here. AFAIK text snippets are stored 'forever' which is more than can be said for even the 'best' free file hosting or 'free' webhosting ("post to host" webhosting is NOT free)
The better pastebins will allow one to register to allow others to more easily track your submissions. One such is:

use your Jabber IM (or MSN) client to send pastes to the Pastebin
also get a subdomain:

BUT with the pastebin.ca service ONLY if you plan to post to it regularly

What i always miss from such 'Presets' / 'Favorites' is the lack of an comment/description line .
The only hint i have what this preset does is the file name of this RNP.
May i suggest to add an comment option to RNP?
I have seen i can simple write some lines to the RNP and ReNamer ignore this lines.
So i can open the RNP in an editor (e.g. in the "Preset Manager") and read the comments.
Like:

What would be more handy is an comment tag in the RNP
which would be displayed e.g. in the "Preset Manager" as an second column
and maybe as tool tip in the ReNamer menu "Presets > Load" by hovering the Preset.

If you store the description inside of the preset, then each preset file will have to fully parsed in order to read that description. I think it is better to put the description for the preset into its name, for example: "This is my preset which does XYZ.rnp"
Also, you can use pascal script to create "comment" rules. And if you open Preset Manager, and double click on any of the presets - it will load it into ReNamer and you can read the comments from the rules pane.
