The terms of use appear, every time I log in and it also gives error when saving preset

Shutter can't save its settings. That is a sign of permission issues on your system.
Please check that you have full control over the Documents folder in your user profile directory. Right click on it, open Properties, and see the Security tab. Your user should have full control over it on any standard Windows setup.
Also, do you see a "den4b" folder in the Documents folder?

yes, I have full control over the folder. I can't see this folder in the location indicated

The access can also be blocked by another application, e.g. anti-virus.
Check Windows Defender settings:
1. Click on the Windows Start symbol or Windows Search symbol and type "controlled folder access", click on the first match.
2. You should see a setting for enabling/disabling the Controlled Folder Access feature. Is it enabled or disabled?
As an alternative, you can always use the portable version of Shutter, because it stores settings and presets in the same folder as the executable. Simply unpack it somewhere where you have the write access, e.g. Desktop.

That's right, this option was enabled, I just deactivated and the application returned to normal operation, thanks for the help!
