Please consider a simple local help, provided by a plain text file.
I think about:
Help-Button [?] on each rule page.
Point to local Help.TXT which is open by ReNamer.
Help.TXT is delimited in sections for each rule, where ReNamer jumps to show the actual correct section.
Sections contain short basic hints and tricks for each rule.
Help.TXT can be modified by user too, e.g. to store own RegEx pattern for the RegEx-rule.
Or at least:

On top of that Help.TXT there could be links to the official help files and the wiki.
The short, plain Help.TXT could be easily and quick translated into many languages and updated more often.

It is not currently feasible to create and maintain an additional format of documentation.
Also, I do not think that local text files will be any easier or quicker to update or translate than the wiki. The translation task is also quite conveniently accomplished by online translation facilities, such as Google Translate:

As I see we are there different mind
I find it much more easier to modify a plain text file than to fight with a wiki format or PO files.
Second, such TXT could be manipulated by user for there on hints and notices.
Third, such help would be local (no internet connection need) and available from each rule page.
