What command line for "monitor turn on"?
also please update help http://www.den4b.com/wiki/Shutter:Command_Line
suggestion: make offline help on installation
not all computers connected to internet
for example I have computer only connected to home network
without internet, for security reason

You can create shortcuts to quick actions via the Main Menu > Options > Create Links to Actions.

However, there is no quick action for turning on the monitor (one exists for turning off the monitor). Instead, you can save a new preset with a single action to turn on the monitor, and then create a shortcut for that preset via the Main Menu > Options > Create Links to Presets.
