It states "Error" when I have Hibernate disabled by running the Command Prompt as Admin and inputting powercfg /h off. The Sleep option offered by the Power Options in the Control Panel works fine even with Hibernate disabled.

We can't reproduce your issue in Windows 10 Pro (Version 1709).
Sleep action works as expected with the hibernation option enabled or disabled via `powercfg` utility.
Maybe some application prevents the sleep action. Have you tried using the "Force" option?

The force option doesn't work. The sleep mode doesn't work as intended because Hybrid Sleep is enabled.

Hybrid Sleep was also enabled in our test setup, but it didn't affect the Sleep action in Shutter.
