The shutter shows each task in two parts: Top window shows the "when" part and bottom window shows the "what" part. For the purpose of this discussion, let us call the whole set one "task".
So here is the suggestion:
Let the user stack multiple such tasks, all running concurrently.
e.g. (If the Internet service provides unlimited free download between 10PM - 6 AM)
Then use Shutter to start a mass downloader at 10 pm, and stop it at 6 am.
Set Shutter to do this everyday.
Further suggestions:
* A single "tasks" sheet displays all tasks and the status of each task.
* Allow each task to be named (so that we can tell them apart and handle them better).
* The "tasks" sheet can be a tab, or attached at the bottom of the present GUI.
* When a task is selected in the "task" sheet, load it in the present window and allow user to edit the task, as he does now.
(Direct 'click-and-edit' operation inside the "Task" sheet may be too complex)
* The save button would save all edited tasks at a time.
* The "Stop" button would change to "delete". (It would delete aqll selected tasks)
* Allow user to temporarily disable any of the tasks
(just like the check boxes against rules and filenames in ReNamer).
* Allow user to select and press Delete to remove these tasks from the "Tasks" sheet.
* When the "Tasks" sheet is introduced, only a single window will handle all tasks.
Therefore the "new project" menu option would not be required any more.
* Allow user to create a link to the selected task(s) and place it anywhere in the PC
(Just like how he can create links to actions and presets now).

You are talking about a much more complex scheduler than my Shutter. Version 3.x is already a big step, and what you described is more like version 10.x
Thanks for all of the suggestions, but I don't think it will get that far any time soon.
