"No upscale of images" checkbox

Can someone explain this setting to me?  I'm new to this.

When the "No upscale of images" option is enabled, it prevents the resizing of images beyond the original size.

In other words, it allows images to become smaller (downscale), but not bigger (upscale), than the original image size.
