Since Win just shuts down the computer for updating and restarts the computer the settings on the screenshot do not take effect anymore. That is why I would like to use the ones beneath the screenshot.

There is currently no option that will achieve this exact behaviour.
The closest that comes to it is just starting Shutter on every startup. Although, you may be able to use an extra event which could simulate what you need with a bit of extra work.
Let's imagine a simple scenario. You want to shutdown the machine if the user is inactive for 1 hour, and you want to do this on every startup but only when it was running before the reboot. Let's add an auxiliary event and set the logic to ALL. For example, the auxiliary event can monitor for an existence of a file, which you would create only when you want shutter actually act according to its events and actions.
Essentially, Shutter can start automatically on every startup, but whether the actions will ever be executed is controlled by the existence of your magic file, in addition to your other events.
Can you explain your scenario a bit better, including the specifics of your events and actions?

Yes, but the there might be events I want to manually adjust the time of bevor having them started. E.g. go to hibernation. Ohterwise the computer might go to sleep while I am using it.

Is it really the user (solely) who has to be inactive and / or the computer / programs? What if a music player is playing, a download program is downloading or one is watching a movie and such?

I just want the computer to go to hibernate 1, 2 hours after I stopped using it. After stopping using it I set the time here
and click "Start". If I could avoid setting the time and clicking start each time it would be very good (if the computer went to sleep automatically after 1, 2 hours after the user's inactivity).
