Wiki - function UTF8Encode: utf8 vs Unicode disambig

Hey, Den! Can you tell me a difference between Unicode and Unicode's subformat UTF-8 there (in functions for utf8-coding)?

As I see, general Unicode format in wiki is meant to be UTF-16, aint it? Otherwise it seems alike to me (utf8 and utf).

Which one encodings of ANSI? Obviously, Win-1252 for latin symbols? Or any other of them?
Same as when it's told 'Unicode', it stays unclear which version of UTF is used (utf7/ utf8/ utf8bom/ utf16le/ utf16be etc).

Telling that I mean that the Wiki page needs some clarification. Not that me's needing an explanation of the difference.
