The official ReNamer Portable download is a simple ZIP archive file. You can unpack it anywhere and then run it. All settings and presets are stored within the same folder as the executable file.
The ReNamer Portable by PortableApps.com is packaged by the 3rd party (with a permission to do so). It integrates into their software platform that is meant to help manage portable software. For more info, check out the features of PortableApps.com platform.

Has this been changed since 2018? It seems regardless of what version is used - installed or portable, it saves settings in user documents and license file is saved in public documents
Portable is no longer a portable...

The official portable version is portable by design. All settings and presets are stored within the same folder as the executable file. However, the license data must be stored in a publicly accessible system location, such as public profile folder, because it applies to a computer and does not travel with your portable version.
