hi staff,
to save energy of pcs at my school, i need to shutdown the pcs after 30 min of inactivity. I run shutter as a service to make sure that the system works even if the users are not logged in. As service (nssm), i can't make the system to work fine. in fact the PC will turn off automatically after the set time even if a user is working on the PC. In the service I have also tried to put the check on desktop interactivity.
Any suggestions?

Shutter won't be able to monitor user inactivity when it is running as a service because services are not allowed to capture user activity, i.e. mouse and keyboard activity.
I'm afraid it is not possible with Shutter at the moment.
However, you can configure Windows to automatically hibernate when computer is idle. Hibernation will achieve the same energy saving as powering it off.
