After I 'Add Folders' (as files), and then I 'Add Rule' in .txt file single line per name...I get 'failed to rename' errors...
What I am trying to do is to take a folder of files, duplicate it and then rename these identical folders to different names for a text list.

Maybe provide some screenshots, and step-by-step list of actions, including paths to your files/folders.

I would like to take a batch of folders with files inside and rename the folder names from a .txt list.
For instance, If I take 'folder1', 'folder2', and 'folder3' that have some files inside,
then from a .txt file with this list:
renamed1
renamed2
renamed3
I would like it to result in: 'folder1' > 'renamed1', 'folder2' > 'renamed2', and 'folder3' > 'renamed3'.

It worked on all six folders I tried this time. I did almost the same thing and did not give me the error message after only renaming 1 folder of six like before.
This time I 'deselected the parent folder'.
I think perhaps that was the problem if others get the 'failed to rename error'.

The most probable cause for your problem is... You might be trying to rename the parent folders first, and then subfolders, which will fail to rename because their paths would be changed after renaming their parent folder.
Example: If you have folders like: "C:\folder", "C:\folder\subfolder". If you rename "C:\folder" first, then "C:\folder\subfolder" folder will fail to rename because it will not be found, its path would be changed.
To eliminate this problem, you need to sort the table by "Folder" column in reverse order.
