I wonder if it would be possible / useful to have the ability to shutdown based on no applications still running? User inactive almost does the trick for a home PC, but will trigger if, for example, music is being played or video watched (which does not require mouse/keyboard use). CPU usage is quite bursty, so it is hard to use that as a measure of whether the system is in use or not. Just a thought...

Hi Ben,
Do you know that you can monitor if some specified by you applications are still running? You can use "Windows Closes" and "Process Stops" events. You might want to try Shutter V3, because it will let you add many events, for example: several "Window Closes" events for each of the applications.
It is impossibly to detect if an application is making progress (i.e. if movie has finished but player is still open), I can only detect if is running or not (as a process).
