Here is a small workaround for you....

Create a Run-IE.bat file, and put into its content this line:
START "Run IE" "C:\Program Files\Internet Explorer\iexplore.exe"

Now you have a batch file which will run IE and close immediately,
and you can use it in Shutter to run IE without waiting for it to close
